SABER certification

SABER certification is a conformity assessment program for non Saudi domestic enterprises (i.e. enterprises exporting to Saudi Arabia). SABRE is a system aimed at promoting a new Saudi product safety program (known as "SALEEM"), in which data registered and stored includes technical data/test reports used to verify the safety aspects of transported goods, as well as transport documents such as certificates of origin, commercial invoices, and bills of lading.


Certification role


The purpose is that the online SABRE system will become the central online repository for all mandatory SALEEM data.


SABER certification process


Phase 1: Issuance of Product Compliance Certificate (PCoC)

According to the applicable standards in the technical regulations corresponding to the relevant products, the SABER platform will issue a Product Compliance Certificate (PCoC) for each regulated product in advance.

Application process (JCT can assist or replace the following steps):

1. Importers add product information on the SABER platform to obtain PCoC

2. The importer selects a certification body (CB) to issue PCoC on the SABER platform and obtains a reference number

3. Payment for PCoC fees

4. Submit the registration information required by SABER and upload it to the system

5. SABER platform issues PCoC, which is valid for one year

Phase 2: Issuance of Certificate of Conformity for Shipment (SCoC)

Every regulated product sent to Saudi Arabia will be evaluated to ensure a genuine and effective PCoC, and an SCoC will be issued.

Application process:

1. The importer initiates a request for SCoC on the SABER platform for the products that need to be imported

2. JCT verifies each regulated product to ensure it has a valid PCoC

If PCoC is valid, JCT will need to submit the application materials for SCOC to assist in submission and completion

4. Payment for SCoC fees
