1、 NG eCall Regulatory Update
Since the EU issued the NG eCall related vehicle technical standards, manufacturers who want to export vehicles or components containing NG eCall technology to the EU need to pass relevant technology testing and certification. In addition to routine technical testing, NG eCall EU certification also requires "consistency testing". On December 4, 2024, the European Commission officially released EN 17240:2024, replacing PD CEN/TS 17240:2018 as the new conformity testing technical regulation for NG eCall.

2、 The necessity of consistency testing
In addition to meeting the technical requirements of EU 2015/758 (including EU 2017/79 amendment) and UN R.144 (voluntary), EU NG eCall certification also recommends meeting the technical requirements of "conformity testing". This consistency testing technique is not mandatory. In the actual certification process, if the manufacturer does not intend to conduct this consistency testing, they can also choose to provide only one self declaration.
But on April 19, 2024, the European Union issued the EU 2024/1180 regulation, which stipulates that vehicles will gradually transition to NG eCall in stages starting from January 1, 2025. This means that in the coming years, the conformity testing certification for NG eCall EU certification will become a mandatory requirement. If a manufacturer applies for a vehicle or component that includes NG eCall technology but has not undergone conformity testing certification during the transition period and sells it to the EU, it is likely to face the risk of needing re certification in the future. Therefore, most manufacturers choose to undergo this consistency test when applying for EU NG eCall certification.
3、 Analysis of regulatory differences
EN 17240: 2024 introduces the following changes compared to PD CEN/TS 17240:2018:
① Add tests to check compliance with MSD version 3
② Add tests to check if IPv4 and IPv6 are supported
③ Add tests to check MSD transmission using in band modems
④ Add tests to check for compliance with other Euro NCAP data
⑤ Add IVS testing to check for special cases of eCall attempts
⑥ Add IVS testing to check the capacity of the backup battery
⑦ Add PSAP testing to check compliance with MSD version 2
⑧ Add PSAP testing to check compliance with ASN. 1
⑨ Corrected multiple tests, charts, and tables
⑩ Cancelled attachments A, B, and C
⑪ Added attachments D and E
4、 Implementation date of regulations
This regulation is expected to be implemented in CEN member countries as early as February 2025 and no later than June of the same year. From the official implementation date, this regulation will have the same status as national standards, and conflicting national standards will be forcibly revoked at the same time.
